This is the same method used to attach binding to armhole.  Fold binding over seam allowance and pin to outside, just barely covering the stitching line made previously.  At shoulder strap area, fold binding neatly in half, matching folded edges.  Stitch close to edge in one continuous loop through necklines and shoulder straps.
