I made three of these dresses, because they look more complicated to make than they really are. This is black linen with a bit of sashiko stitching - cool to wear in summer or over a tee shirt when the temperatures go down.

Tags can be made with just fabric, clear plastic and heavy interfacing scraps. Straps to attach your tag to your suitcase can be made from folded and sewn fabric strips or pieces of ribbon. Optional eyelets make sewing your tag even easier, as straps/ribbon are simply threaded through the eyelet.
